CSO Meter: Empowered for Action is the third phase of the CSO Meter project, started in 2017 and implemented with the financial support of the European Union and implemented by the European Center for Not-for-Profit Law Stichting (ECNL), and partner CSOs and experts from Eastern Partnership countries, which serve as a Core Group for the project.

The overall objective of the CSO Meter is to promote enabling environment for civil society in the Eastern Partnership (EaP) countries. This objective is primarily implemented through continuous monitor of the civil society environment and advocating for improved policies and practices in EaP countries.

The project entails a regional CSO Meter Hub as a network of organisations engaged in CSO environment monitoring and advocacy in support to the Core Group.
