The grants and contracts are forwarded to non-governmental actors selected on a competitive basis through an open call or consideration of the expertise and/or history of cooperation.

In case of open calls, the organization forms an evaluation committee (comprised of respective staff and external experts), which selects the partners based on the submitted applications due to requirements and criteria, set in the announcement.
