On December 11, 2025, TIAC organised a panel discussion on Legislative Mechanisms of Participatory Policy Making in a hybrid format. The event brought together representatives of government bodies, parliament members, CSOs and international organisations.

The discussion aimed to examine current challenges and potential solutions for improving public participation at various stages of the legislative process, present CSO proposals for strengthening relevant legislation, and gather feedback from stakeholders.

Panel speakers from Helsinki Citizens’ Assembly–Vanadzor, the Law Development and Protection Foundation, and TIAC shared their practical experience and perspectives on existing participation gaps, presented relevant international practices and their recommendations aimed at improving public participation in early decision-making and in parliamentary law-making processes. The Head of the Department on Participatory and Open Governance Issues at the Office of the Prime Minister also had a panel speech and outlined the reforms implemented by the government and ongoing efforts to strengthen participatory governance mechanisms. The presentations were followed by an active exchange with participants, who raised issues related to public consultations at the community level, the e-draft platform, selection criteria of public councils, obstacles to larger public engagement, and other issues.

The event provided an important platform for dialogue among government, civil society, and international partners, highlighting the need for continued reform to ensure meaningful and effective public participation in Armenia’s legislative processes.
