The "CSO Meter Armenia 2025" report indicates that in 2025, the CSO environment in Armenia experienced both certain positive legal developments and ongoing serious challenges.

Although the overall rating has not changed compared to 2024, a decline has been recorded in three areas, while the key issues have remained the same.

Among the positive developments are new regulations aimed at expanding opportunities for CSO participation and the groundwork for a more structured state–CSO dialogue.

At the same time, concerns persist regarding limited participation in the early stages of decision-making, the deepening financial sustainability issues of CSOs, the state of freedom of expression, as well as risks related to privacy and data protection.

The “CSO Meter in Action” program is implemented with the financial support of the European Union, with the participation of ECNL and partners from Eastern Partnership countries.
