Varuzhan Hoktanyan, Executive Director of Transparency International Anticorruption Center presented “Political parties’ resources: What did 2012-2013 national elections show?” during a Session “Rethinking Electoral System” at an International Conference, entitled “Rethinking Constitutional Reforms in Context,” on July 10, 2014. The public event was organized by the Apella Institute for Policy Analysis and Dialogue in partnership with the Open Society Foundations - Armenia. The conference featured talks by the drafters of constitutional changes, leading experts in constitutional issues and democracy in Armenia, as well as international speakers.

The event included presentations by Gagik Harutyunyan, the Chairman of the Armenian Constitutional Court, and the head of the Armenian government-formed Constitutional Reforms Commission, Professor Miroslaw Wyrzykowski, Chair of Human Rights, University of Warsaw, former Judge, Constitutional Court, Poland, Dr. Daniel Smilov, Program Director of Centre for Liberal Strategies, Bulgaria, Professor of Comparative Constitutional Law, University of Sofia and CEU, Dr. Alexei Pikulik, Director of Belarusian Institute for Strategic Studies, and Assistant Professor, European University in Saint Petersburg, Russia, Richard Kirakosyan, Director of Regional Studies Center, Dr. Armen Mazmanyan of Apella Institute, Vahe Grigoryan, Human Rights Attorney, etc.
