TIAC participated in the meeting with CSO representatives
On September 2, 2013 Sona Ayvazyan, Deputy Director of Transparency International Anticorruption Center participated in Civil Society Organization representatives meeting with RA National Assemblys Standing Committee on Agriculture and Environment to discuss the draft laws included in the agenda of the forthcoming four-day sitting of the National Assembly. Sona Ayvazyan was involved in the working group developing the draft "Law of the Republic of Armenia on Environmental Impact Assessment and Expertise," established by RA Ministry of Nature Protection. One of the main principles of the draft law should be improvement of business climate by simplifying procedure of receiving expert conclusions on the intended activity documents. Discussion of the mentioned bill was delayed.
Participants in the meeting debated the package of bills "On Amending the RA Law on Specially Protected Natural Areas," "On Amending and Supplementing the RA Law on Local Self-Government," "On Amending the RA Land Code" and "On Amending the RA Law on Ecological Control." A working group was created in the Ministry of Nature Protection, and representatives of NGOs had taken part in the creation of the package along with NA Standing Committee on Agriculture and Environment.
The members of the Civil Society Organizations informed that by creating a working group, they had organized meetings in Jermuk, Gavar, Gyumri, enabling the residents of the communities to voice the ecological and agricultural problems needing legislative solution in the communities and provinces. The issue of the small hydroelectric plants being constructed on the flowing rivers to Lake Sevan was debated, which according to the representatives of the Civil Society Organizations, damage the eco-system. Highlighting the legislative reforms in the sphere of food security the working group of the Civil Society Organizations proposed to regulate the import of the genetically modified organisms, especially seeds to Armenia. The participants in the meeting also touched upon the legislative amendments of the environmental expertise and monetary policy pursued in the rural communities.
