Press conference on Yerevan City Council Elections
On May 7, 2013 Sona Ayvazyan, Deputy Director of Transparency International Anti-corruption Center gave assessment of Yerevan City Council Elections, held on May 5, 2013 and presented the fraud and violations revealed during the election process. In her opinion it was predictable that the elections should be rigged, but nevertheless opposition forces, including the Prosperous Armenia Party would have assumed to gain more votes. However the Republican Party of Armenia turned to be in more favorable conditions.
TIAC carried out election observation mission as part of "Citizen Observer" Initiative. The observers worked in pairs in the electoral precincts. For the first time during election observation TIAC send sms messages by online regime, so that any person could have immediately be informed what violations the observers registered. The initiative has numerous facts and video materials and is ready to provide them to those political forces who are ready to appeal the election results.
Yerevan City Council Elections were held after the "shock" during presidential elections, given instances of ballot staffing and other electoral violations, lack of competition. Election process was administered more successfully. Republican Party of Armenia was rather well prepared for these elections by using the already experienced mechanisms, for instance abuse of administrative resources, widespread vote buying by the Republican Party of Armenia and Prosperous Armenia Party.
The Commission Members are well tempered during this election process, since they began to master the tools, for instance the resources of street guys, by using which everything may seem clean but my get necessary votes.
The majority of alerts were received regarding assembly of people in groups and presence of unauthorized people, busing people by public transport, supporting the voters who need help, usage of various colored pens. There were pressures even over a pregnant observer, in particular in Malatia- Sebastia community.
The Majority of cases to register violations monitored by observers were not registered in journal of records by commission chairpersons and secretaries. A gap in law, not clearly defined, which does not directly ban frequently going in and out during count of results was largely used. In the majority of electoral precincts, candidates to City Council and district authorities went in and out, which affected the process.
Yerevan city elections were subsequent scandalous elections. An attempt to falsify elections was predictable, however there was hope after the presidential elections that the opposition or the so called opposition would have gained more votes, in particular the votes of the Prosperous Armenia Party, which is perceived as the so called opposition. But it did not happen.
