Proceedings against Gagik Khachatryan, Head of State Revenue Committee
Ethics Commission for High Ranking Officials initiated proceedings against Gagik Khachatryan, Head of State Revenue Committee based on an application by Transparency International Anti-corruption Center, filed on December 17, 2012 and three applications by Armenian citizen Nikoghosyan, filed in 2012. Two days after the decision on proceedings against Khachatryan was made by Ethics Commission for High Ranking Officials, clarification of the State Revenue Committee was posted on its website, according to which "some media continue the process of attributing properties (even worth Shah of Persia) to the Head of State Revenue Committee."
In this regard in her interview to Radio "Azatutyun" Sona Ayvazyan said, "Maybe wealth of existing scales is compatible with property of Shahs. We do not know because in our country assets are stolen by a group of people, and the group of people should be detected."
Armen Alaverdyan, Deputy Head of State Revenue Committee in that regard said that Khachatryan was not personally engaged in business. As for the businesses of his bosss relatives he said, "As far as I know, relatives may be engaged in entrepreneur activities. There is no such restriction."
By the way Sona Ayvazyan attached importance to the facts to what extent people related with Khachatryan were involved in those businesses, to what extent the Head of State Revenue Committee used his official position to obtain those businesses, and to what extent those businesses carried out their tax obligations. In the given case, according to Sona Ayvazyan, the Head of State Revenue Committee was accountable to the public, since he was fed from public taxes like a number of other officials.
Taking into consideration the dismissal of Yerevans police department chief, which according to official explanation resulted because of "incompatibility of business and state position holding" Sona Ayvazyan mentioned that if Ethics Commission for High Ranking Officials substantiated that Gagik Khachatryan was engaged in business, it might create "a new situation." If that happened it might imply that our Government had adopted anti-corruption approach and decided to get rid of businessmen officials.
In his talk to "Azatutyun" Radio, Emil Babayan, the Head of Ethics Commission for High Ranking Officials mentioned lately that in case of initiating proceedings the commission would be obliged to make a decision within a months time. Up till now no person was dismissed because of conflict of interest resulted in ones official authority and business interests.
