Sona Ayvazyan, Director of Transparency International Anti-corruption Center addressed Operation "Self-cleansing" anti-corruption campaign, which reflected on the fundamental rights, protection of which might change a situation in the country. In its message to citizens and the government the campaign reminds that it is the people who form the government, and the government should be accountable to the people. Besides producing campaign materials it is intended to involve people in various processes.

Operation "Self-cleansing" was developed as a means to fight corruption following the authorities recommendation to apply to operation in order to eradicate that vice. Though the recommendation is itself constructive, the authorities fail to demonstrate willingness to fight it in practice. The authorities should be accountable to the people. It is impossible to obtain democratic society if the state authorities that continue to serve the president and not the people are corrupt. Theoretically it is possible to achieve self-cleansing, should Singapores experience in fighting corruption be shared.

Last year the Republic of Armenia anti-corruption strategy and its implementation action plan for 2009-2012 came to the end. It was implied that new anti-corruption strategy was to be developed in parallel with law enforcement bodies actions in detecting and punishing those involved in corruption, including high ranking officials. Only a few high ranking officials were punished. In particular the election process failed to be improved. Vote riggings are unveiled but they have become more crafty and dangerous. Thousands of people are involved in the developing process of falsifications, consequently the voter lists are kept secret. It is needless to speak of human rights, progress, legitimate government, anti-corruption efforts if the people are unable to achieve transformation of power through election. Hence the process of self-cleansing is pressing.

The person holding the post of president and those holding offices in the government should understand that they are accountable to the people, and if they are discredited because of committing corruption crimes or manifesting unethical conduct due to certain reasons they should be withdrawn or dismissed. Only in that case can we believe in the progress of democratic processes. If it do not happen and the authorities clung to their positions, serving the interests of the president, the only way for people to return their power that was captured is through civil resistance.

Transparency International Anti-corruption Center (TIAC) in Armenia along with "Asparez" Journalists Club, the Helsinki Citizens Assembly Vanadzor Office, and the Armenian Helsinki Committee launched Operation "Self-cleansing" anti-corruption campaign. The initiative aims to increase public intolerance of corruption, which entails poverty and unemployment in the country, and to enhance citizens responsibility in forming authority.
