In his talk to "1in.am" Armenian News and Analyses online Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center told that fighting corruption should not be limited through adopting laws alone, as reflected in the incumbent President Serzh Sargsyan's keynote address delivered during the 14th Congress of the Republican Party of Armenia with regard to corruption issues.

Varuzhan Hoktanyan does not see the government launched anti-corruption crusade. According to him, it is an exaggerated view to mean fighting corruption through adopting laws alone. Should Armenia improve its TI Corruption Perceptions Index position the result of fighting corruption would be apparent. However, no improvement has been recorded so far.

He clarified, "Though the situation was not deteriorated during the last three years, it is still early to say that it has been improved. If we view the index of objective perception, no drastic progress is marked since no turning point has been observed. Some process has apparently begun but unless the CPI score improves one would not feel what process it was."

He is of the opinion that with the reduction of corruption, poverty and social inequality should also be reduced. "Poverty is not seen to be significantly reduced in Armenia, neither is emigration stopped. It is not said that they are determined by corruption but one has no doubt that corruption is a serious and a stimulating factor, taking into account other countries' experience, since as a rule it is the poorest counties that are the most corrupt."

It should be reminded that in his speech delivered during the 14th extraordinary Congress, President Sargsyan said. "We started step by step to marginalize corruption and abuses that have taken roots in Armenia for decades."
