Government ethics in the focus of discussion
Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center participated in "Enhancing Government Ethics in Armenia" Conference held in Tsaghkadzor from November 30 to December 1, 2012 and acted as moderator during "Armenian enforcement mechanisms and practical implementation of ethics laws and regulations" session. He also moderated and addressed "Legislation and practical implementation of government ethics rules in Armenia" small group discussion.
Organized by the U.S. Embassy in Armenia and the Civic Education Project NGO, the conference brought together leaders from the Armenian government, civil society, and European diplomatic missions. U.S. Ambassador John A. Heffern welcomed the participants and made opening remarks.
Dr. Robert Joyce, Professor of Law from the University of North Carolina, delivered the keynote address about U.S. laws designed to separate public administration from partisan politics. The conference participants reviewed Armenian and European standards on government ethics and developed recommendations to enhance Armenian regulations and enforcement mechanisms that regulate the activity of government employees.
