"It feels like they have fallen from the heavens and got surprised at kickbacks, corruption, illegality: Transparency International"
In a talk to 1in.am Armenian News and Analyses online Sona Ayvazyan, Deputy Director of Transparency International Anti-corruption Center said that manifestations of corruption were known to every citizen in Armenia. Reflecting on Prime Minister Tigran Sargsyan's remarks on fighting corruption in Armenia made during government meeting, she reminded that the second Anti-corruption Strategy was developed during incumbent President Serzh Sargsyan's tenure, i.e. everyone was aware that corruption caused a serious problem in Armenia and that the public was skeptical of the effectiveness of government's fight against corruption.
In Sona Ayvazyan's opinion, it is a little surprising that they suddenly "fell from the heavens" and got surprised that there are kickbacks and illegalities, some processes do not function properly, the prosecutor's office fails to duly carry out its functions or it conceals crimes. Those revelations coincide with the pre-election period, therefore the taken steps allegedly related to the elections are perceived as part of the election campaign and therefore do not inspire much faith.
Sona Ayvazyan clarified that every citizen understands, as the President mentioned, top officials involved in corruption shall be detected, a fish rots from the head down. However, there is no political will to fight against rot at the top, since the authorities rely upon the top and cannot fight against it.
She thinks that the President shall keep from interfering with other bodies' competence, and shall merely guarantee proper operation of state institutions. The President shall not make decisions whether or not certain things are nice. He has his frame of competence to implement, including that the President shall be the guarantor of the country's justice, rule of law and fight against corruption.
1in.am reports that on November 1, 2012, opening the Government meeting, the Prime Minister informed of his conversation with the President of Armenia on how to strengthen the fight against corruption. The President called for drastic measures in order to achieve tangible results.
