Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center addressed electoral legislation during a discussion held on April 27, 2012. The findings of "Monitoring of Legislative Activities of the Political Forces represented at the National Assembly" project were presented during the event. Ahead of 2012 parliamentary elections the project summed up the main results of previous years' monitoring and Armenia's fourth parliament's 5-year work.

Though parliamentarians of all factions of Armenia's fourth parliament were invited to the event the representatives of the Republican Party of Armenia and Rule of Law Party were absent. Those present were MPs Anahit Bakhshyan from Heritage Party faction, Aram Safaryan from Prosperous Armenia Party and Ara Nranyan from ARF-Dashnaktsutyun.

The project was implemented through the collaboration of journalist and expert teams. The results of monitoring were summed up according to National Assembly's (right protection, economic, social) activities subject to monitoring and according to 5 parliamentary forces' 5-year work. The summing-ups were presented in two separate publications.

The monitoring was conducted in partnership with a group of experts of Partnership for Open Society initiative and Mandate information NGO with financial support of Open Society Foundations-Armenia.

The project authors state that the current parliament has failed to fulfill its legislative duty sufficiently, and has been in factual dependency from the executive authority. Neither has it sufficiently fulfilled its supervisory function. Independent state body reports to the NA have been accepted without reservations. The National Assembly has done nothing to study the challenges in the given areas.
