Transparency International Anti-corruption Center joined civil society organizations in their letter addressed to the President of the World Bank Robert B. Zoellick, calling his attention to some key requirements for an effective and appropriate safeguard review process by sharing their views on the upcoming process and its potential outcomes. It is their view that there must be a clear statement from the Bank that the safeguards will be strengthened, expanded, applied comprehensively, fully implemented, clarified, designed for accountability, grounded in experience.

The existing safeguard policies and procedures must be strengthened to provide consistency with international laws, standards, and norms, in particular, safeguards should recognize and ensure the implementation of borrowing governments' obligations under international law, including the environmental and human rights treaties they have ratified or endorsed and with best international practice.
