On March 9, 2011, Executive Director Varuzhan Hoktanyan and Chair and Environmental Policy Expert of Transparency International Anti-corruption Center (TIAC) Sona Ayvazyan, who contributed to the chapters on corruption and environment respectively, made presentations during a discussion of Civil Society Report on "Armenia's European Neighborhood Policy (ENP) Implementation in 2010." The event was organized by "Partnership for Open Society" (POS) Initiative with the support of the Open Society Foundations - Armenia (OSF-Armenia). The discussion initiated a series of annual events dedicated to the memory of Amalia Kostanyan, the founder and Chair of TIAC and a remarkable civil society leader.

Executive Director of OSF-Armenia Larisa Minasyan, Senior Policy Analyst, EU External Relations of OSF-Brussels Jacqueline Hale, and Ambassador Raul de Luzenberger, Head of Delegation of the European Union in Armenia welcomed the participants with opening speeches. Acting Chair of OSF-Armenia Board Hrayr Ghukasyan paid tribute to Amalia Kostanyan who was the Board Chair of the OSF-Armenia since 2008. The event moderator was Dr. Lucig Danielian, Provost and Vice President of the American University of Armenia. The speeches were followed by presentations delivered by experts and members of POS.

Varuzhan Hoktanyan updated the situation with the ENP implementation in Armenia since the preparation of the Report on November 1, 2010 to March 2011 mainly on the legal acts adopted by the Armenian government, the status of GRECO third Evaluation Round of Evaluation and Compliance Report on Armenia, and results of the 2010 Corruption household survey on Armenia conducted by Caucasus Research Resource Centers (CRRC)-Armenia. He also addressed corruption related situation in Armenia by presenting findings of TI survey Global Corruption Barometer (GCB) 2010, released in December and the role of international and donor organizations in fighting corruption.

Sona Ayvazyan reflected on environmental problems and challenges Armenia faced in the scope of ENP implementation. In Armenia natural resources, including forests, protected areas, mines, are used without due estimation of respective reserves and assessment of environmental impacts. She particularly mentioned that due to the rise in prices of gas, government officials have started hinting about the possible increase in illegal logging by the villagers during the winter. In spite of official sources report that Armenia's forest cover is at 11-12 percent of the territory of the country actual size of the forest area is 7-8 percent.

Other speakers, Boris Navasardyan, President of Yerevan Press Club, focused on media freedom, Haykuhi Harutyunyan, Project Director of Helsinki Citizens' Assembly Vanadzor Office, spoke about the human rights situation in Armenia, independent expert Vahagn Ghazaryan on economic development and Siranuysh Sahakyan of Rights Protection without Borders NGO, on judiciary.

POS has had systemic involvement in Armenia ENP implementation process. This is the fourth Annual Report on the Country Action Plan implementation by the POS members and experts with the support of the Open Society Foundations-Armenia.
