Global freedom suffered its fifth consecutive year of decline in 2010, according to Freedom in the World 2011, Freedom House's annual assessment of political rights and civil liberties around the world. This represents the longest continuous period of decline in the nearly 40-year history of the survey. The year featured drops in the number of free countries and the number of electoral democracies, as well as an overall deterioration for freedom in the Middle East and North Africa region.

According to the survey findings this year as well Armenia has made no progress in the development of democracy, being ranked as a partly free country with limited respect for political rights and civil liberties, which frequently suffers from an environment of corruption, weak rule of law, in which a single political party enjoys dominance despite a certain degree of pluralism. Armenia received 6 and 4 points in the "political rights" and "civil liberties" categories respectively, whereas Nagorno Karabakh is ranked as not free.
