On the occasion of December 9 Transparency International Anti-corruption Center came up with a statement, which in particular reads, "Local and international experts believe that corruption in Armenia is of endemic and systemic nature: no sector or institution is free from that vicious phenomenon. Corruption continues to deteriorate our statehood, economy and morale. Should serious and true struggle against political and administrative corruption not be addressed, the present and the future of the country might be endangered.

In 2008, Armenia embarked upon development of new anti-corruption strategy. A number of legislative and sub-legislative acts of anti-corruption nature were adopted and/or enforced. Other anti-corruption initiatives were also implemented, including the disclosures of the Chamber of Control in different sectors on serious violations and abuses; criminal persecutions and convictions of public sector employees; posting data on corruption crimes on the website of the Prosecutor General's Office; introduction of new justice system, with administrative courts; the amendments to the Law on Declaration of Assets and Incomes of Physical Persons; amendments to laws on taxation and tax inspections; reforms in police service, particularly, in passport departments and traffic police; increasing the salary of judges, etc. ."
