In a conversation with ArmLur.am political scientists and Transparency International Anticorruption Center’s program coordinator Armen Grigoryan discussed the resolution of the Karabakh conflict, Russia's role in that issue, the negotiation process, inter-political issues, perceptions and attitudes of the Armenian public, the consequences of the war in April, and the likelihood of restarting the war.

According to Armen Grigoryan, Russia has adopted an active role in the Karabakh peace process, and the agreements which are being discussed are definitely related to the Kazan papers. There will be no quick solution. According to him, there is no danger of facing a civil war if the government tries to make unilateral concessions, because everything here is controlled by the state government system. "The people in both Armenia and Artsakh are against the transfer of territories, and if the government decides to do so, it will not lead to anything good. There will not be a civil war, because it is difficult to imagine that such a things is possible in a country with such a large army and a 30 thousand member police force, crisis situations are possible, but they can be overcome." Pressure cannot be applied from within, but by the community.

Russia does not perceive the emerging and already established position against itself in Armenian, and continues to work with the same "crude" style. When asked why Russia sell arms to Azerbaijan even while being an Armenian ally, they answer that the market is free. The April war showed the weaknesses of our defense system. In the event of a new war, the soldiers and military commanders standing on the front lines are ready to defend the country with their lives. Our defense was mostly carried out at the Urfanyan’s, Abajyan’s positions, which were defended successfully. When the two sides talk about war more often, and begin preparations, the probability of war is lowered, also taking into consideration the process of active negotiations. But at some point Aliyev might decide to solve the problem by military means.
