Supplementary Human Dimension Meeting (SHDM) on Democratic Lawmaking was convened from November 6 to 7 in Vienna, Austria. Organized by the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) and the Finnish OSCE Chairmanship, the two-day meeting brought together some 200 participants from throughout the OSCE region to discuss the processes involved in making laws in a democracy and to ensure greater public participation and transparency in the lawmaking process.

Speaking on behalf of the Finnish Chairmanship, Justice Lauri Tarasti said that, while the aim of democratic lawmaking is to achieve justice, the quality of laws "depend on the process through which they are prepared and developed".

Varuzhan Hoktanyan, Vice Chair of Transparency International Anti-corruption Center, attended and made interventions during the meeting. Some of his suggestions presented during SHDM and side event - roundtable for civil society, prior to the start of the meeting were included in the text of the draft recommendation, prepared by the NGOs participating in the roundtable and submitted to the SHDM.
