Background information

Transparency International Anticorruption Center (hereinafter, TIAC) was established in 2000 and acts as the national chapter of Transparency International (TI), the global anti-corruption movement in Armenia. The organization’s mission is to promote good governance in Armenia through reducing corruption and strengthening democracy. Its goals include the support to effective anti-corruption policy and transparent and accountable governance, promotion of free and fair elections and reasonable, transparent and accountable management of public resources.

TIAC plans to develop Strategic Plans for Advocacy in January-February to promote legislative proposals developed by TIAC in the specified areas.

Objective of consultancy service

To support in the development of strategic plans for advocacy of legislative proposals for the following subjects:

  • healthcare
  • education

Scope of work

The consultant will carry out the following tasks with the support of respective employees and colleagues if needed:

  • make stakeholder analysis/mapping for the specified subjects;
  • develop advocacy strategy in participatory manner.

Expected Deliverables

  • stakeholder analysis/mapping;
  • advocacy strategy/plan for each specified subject.

Timeframe

Consultant is expected to be able to start the work in the first half of February 2017.

Technical Evaluation

Eligible consultant will be selected in accordance with the following criteria:

  • Experience in similar assignments – (30 %)
  • List of organizations for whom the candidate did similar assignments – (30 %)
  • Consultancy rates – (40 %)[*]
