The characteristics of single source procurement in Armenia
Lragir.am created infographics based on Transparency International Anti-corruption Centers publication on Policy Paper on Single Source Procurement in the Republic of Armenia. Article 20, paragraph 5 of RA Law on Procurement regulates single source procurement in Armenia. The grounds for single source procurement provided in the law are mainly in compliance with the best practices. The information posted on "https://www.e-gov.am/" website served a base to carry out monitoring on single source procurement and to draw conclusions.
Data on single source procurement in 2011 and 2012 was not published on regular basis on "Single source procurement disclosure," and in some cases was posted in a year delay (the information on the website was not updated since August 2011 to October 2012).
Since the second term in 2013, the data publication process was essentially improved, so that currently after signing the contracts information is posted in no more than 10 days.
At the same time, the findings of Transparency International Anti-corruption Center witness that the content of "https://www.e-gov.am/" websites "Single source procurement disclosure" needs to be improved, since there are recurrent contracts of single source procurement. The enormous information uploaded on the website in many cases is not related with single source procurement which fails to comply with the requirements of 1104-N decision.
