On July 10, 2013 Varuzhan Hoktanyan, Executive Director of Transparency International Anticorruption Center participated in Public meeting of Stefan Fuele, European Commissioner for Enlargement and Neighborhood Policy with students, civil society, media and think tanks. After the event, he was asked by http://www.irates.am to come up with comments on Association Agreement. When asked on his expectations about Association Agreement Varuzhan Hoktanyan said that in his speech "EU-Armenia: Making the Best Use of Eastern Partnership" Stefan Fuele reflected on a roadmap to reach.

In the opinion of TIAC Executive Director if EU officials statements be carried out Armenia may achieve economic demonopolization in the course of time. Armenia has undertaken numerous commitments upon its accession to the Council of Europe and upon inclusion in the European Neighborhood Policy. It is not statements but their implementation that matters. Reforming political system, liberalizing economy, fighting corruption, holding normal elections are imperatives. TIAC Executive Director has an impression that contrary to previous cases this time Europe has serious intentions and will oversee implementation of the commitments Armenia undertook. He reminded that the states, which signed EU Association Agreement, later became member states.
