Human rights organizations standpoints on corruption cases are based on the reports filed by citizens, the peoples respond related to the report and the measures taken by law enforcement bodies.

Among others, the case of Armen Gevorgyan, Minister of Territorial Administration and Deputy Prime Minister of Armenia, was revealed by Diaspora Armenian investor Pavel Anderson, Founding Director of Vizkon Ltd., who reported the crime through broadcasting already from USA, where he felt more secure and was able to tell the story of his construction business. It should be mentioned that in his statement the businessman presented facts about other high ranking officials as well, including the case on Yervand Zakharyan, former Yerevan Mayor described in the same animation clip.

The law enforcement bodies of the Republic of Armenia chose not to take actions on crime report presented by Pavel Anderson, substantiating that the video cannot be considered as a proper crime report. Taking into account the law enforcement bodies commonplace behavior, indicating concealing and failure to take actions regarding crime reporting with high-ranking officials involvement and the given case - in view of lack of will to study the case full of facts, it can be inferred that the law enforcement officials avoided facing the risk of giving wide public resonance to big corruption transactions during construction of Yerevan city center, thus shielding the incumbent and former high-ranking officials involved in the transactions.

By the way, no claim was lodged against the Diaspora Armenian businessman who reported on corruption crime, including on defamation, by the people mentioned by him, including by Armen Gevorgyan, thus allowing to assume that the described cases corresponded to reality. Otherwise, we think that the officials mentioned in crime reporting by Pavel Anderson should have cared about being discredited and should have applied to corresponding bodies.
