"Civilnet" presented some data revealed within the framework of Electronic monitoring of voting numbers of 2013 presidential elections in Armenia project carried out by Transparency International Anti-corruption Center. According to Central Electoral Commission 1,521,931 people participated in the 2013 presidential elections held in Armenia on February 18, which means only 60 per cent of the eligible voters cast their votes. The residents of Ararat marz were the most active voters with 74 per cent voter turnout, after which the most active marz was Gegharkinik with 69 percent. People from Armavir marz were the least active during the election with 57 per cent voter turnout but the region with the lowest turnout was Yerevan with 54 per cent. According to TIAC although the 2011 census indicated the population drop of 131,000 compared to 2001, the number of eligible voters in the same period increased by 202,000. Meanwhile Armenia's electoral lists include 5,751 people under 18, and 6,315 names who are not registered at a specific address.

Serzh Sargsyan was declared the winner and received the majority of votes - 58.6 per cent of votes, and Raffi K. Hovannisian was second with the significant 36.7 per cent of votes. The number of invalid ballots took the third place with 3.4 per cent of all votes cast. In fact in the precincts where Serzh Sargsyan won, the number of invalid ballots was 30,000, while in those where Raffi Hovannisian won the number was 21,000. In those precincts where the voter turnout was less than 50 per cent, the majority of votes went to Raffi Hovannisian of 51 per cent, while in those where the turnout was more than 50 per cent Serzh Sargsyan won with 59 per cent.

According to the research conducted by the International Institute for Democracy and Electoral Assistance "free" countries voter turnout was more than 72 per cent, with 60 per cent voter turnout Armenia demonstrates that it is "not a free country".
