Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center presented preliminary findings of electronic monitoring of 2013 presidential elections' voting numbers in Media Center on February 14, 2013. Assisted by Open Society Foundations - Armenia, the project aims to reveal possible violations through comparative analysis of some voting numbers describing election process and prescribed by law (for example, number of registered voters, number of voters who actually voted, inaccuracies, etc.), as well as come up with recommendations, aimed to eliminate those violations.

In the current stage of monitoring the following data was revealed: the number of permanent population in Armenia's marzes and in the city of Yerevan and the number of voters according to voters' list posted on RA Police website since January 9, 2013; the number of addresses in accordance with voters registered in them; the number of voters with non standard addresses or without any addresses, the number of voters whose birth (day/month) data are not missing, as well as the number of voters in different precincts with fully coinciding data.

Varuzhan Hoktanyan informed that according to 2001 and 2011 census data Armenia's permanent population was reduced by 194,157 people. Meanwhile, increase in the number of population by 202,346 was registered by comparing numbers of voters between 2003 and 2013. It was exposed that 10,773 addresses in voter lists had 10 and more voters registered; 5,715 voters were revealed countrywide without any address or with no mention of their houses/buildings and apartments. Finally, 49,843 voters' birthday and birth month data were missing.

Varuzhan Hoktanyan noted that though those were not facts on election violations, they raised concern on increase over multiple voting. He was of the opinion that the only solution was to publicize the voter's lists after elections in order to reveal the actual voters who came to the precinct.

In order to eliminate possible violations and to hold more transparent and legitimate elections TIAC will present its recommendations based on these and other data gathered on election day (data on voters' participation in election day informed every 3 hours, sizes of inaccuracies), as well as based on similar analysis of the data during 2012 parliamentary elections.
