The forthcoming elections are most likely to resemble the previous ones
In an interview to 1in.am Armenian news and analyses online Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center has addressed some factors, which may determine the outcome of the forthcoming parliamentary elections in Armenia. In his opinion, the authorities should provide specific facts to ground their statement that the upcoming elections will be fairer, more transparent and free from corruption risks, and mention what steps should be taken to achieve that goal.
At this moment, it is difficult to predict whether or not the forthcoming elections will be like all the previous ones. Though it is probable that they will be alike, nothing can be excluded. There are numerous factors that may cause some changes. One of the factors implies how strong the opposition will be. In any state, even an authoritarian one the opposition may succeed to mobilize. Second, the attitude of international community is of importance. Other significant factors refer to Karabakh conflict, what will happen in Russia, how the economic situation will be, the extent of emigration, etc.
It is characteristic that all the parties promise the upcoming elections to be freer and more transparent than the previous ones. According to Mr. Hoktanyan making such promises is no news. Promises and statements have always been made. The authorities' statements might be grounded this time, however they fail to tell as to how they intend to administer good elections. It is difficult to predict whether or not the upcoming elections will be more corrupt or less corrupt. Unless there are serious processes, it is difficult to speak about them.
