Transparency International Anti-corruption Center (TIAC) has applied to Yerevan municipality ever since April 2010 with a request to ensure its representative's participation in the council meetings, based on the principle of public access to city council meetings, stipulated by Article 29 of the Republic of Armenia Law on Local Government in Yerevan City. Nevertheless, TIAC representative's efforts to take part in any of the council meetings were doomed to failure based on various excuses brought by Yerevan municipality.

TIAC applied to various instances and exercised all reasonable efforts to restore its right. On February 23, 2011, the municipality eventually responded to TIAC's request obliging to ensure TIAC representative's participation and by an official letter permitted her attendance in the council meetings.

TIAC carries out the monitoring of council meetings within the framework of Monitoring of Urban Development in Yerevan City project with an aim to improve urban development practices, particularly with respect to the protection of public parks and architectural monuments.
