Sona Ayvazyan, Chair of Transparency International Anti-corruption Center attended and addressed a workshop, organized by the Environmental Public Alliance on October 29, 2010. The event focused on the issue of lowering the status of the central part of Khosrov from a reserve to that of a wildlife national preserve. The environmentalists and eco-activists are concerned about the threats posed to Khosrov Forest State Reserve as a result of a number of decisions adopted in 2007 by the Armenian Government.

Soon after adopting a decision (RA Governmental decision No. 673-N of 24.05.2007) to create Gilan National Preserve, the government allowed 118 ha site to be leased for a period of sixty years. Large-scale construction is carried out in the area of the preserve. The government decisions were adopted without relevant scientific foundation and agreement with interested parties. Though there are historic-cultural monuments in the area, the government decisions are not even in compliance with the Ministry of Culture.

In the opinion of independent experts and NGOs the mentioned decision contradicts the Armenian legislation, as well as principles and obligations stipulated by international environmental conventions.
