The final report of the “Akanates” Observation Mission on the 2025 Vagharshapat community council elections has been published. The elections were held in a context of territorial-administrative consolidation, political polarization, a corruption scandal, and rising public expectations, which in turn increased the demand for public oversight and transparency of the electoral processes.

The observation conducted by the “Akanates” Observation Mission covered not only election day procedures but also the entire pre-election period, including electoral administration, pre-election campaigning, party financing, and the behavior of the actors involved. The aim of the observation was to ensure a comprehensive and multi-faceted assessment of the electoral process.

The “Witness” Observation Mission extends its gratitude to all observers, coordinators, lawyers, and other specialists involved in the observation process, whose dedicated and consistent work made it possible to carry out an effective and high-quality observation mission.
