New Policy Analysis on Support for Displaced Persons from Nagorno-Karabakh
TIAC’s new publication evaluates the effectiveness of the Armenian government’s support to forcibly displaced persons from the Republic of Artsakh.
In September 2023, as a result of Azerbaijan’s unleashed military aggression, thousands of Artsakh residents were forced to flee their homes and seek refuge in Armenia. The Armenian government has been providing them with support through various programs—social, economic, and more.
But does this support adequately address the real needs of the displaced?
Transparency International Anticorruption Center (TIAC) and the International Republican Institute (IRI), in cooperation with the “Khachen” and “Civil Hub” NGOs, conducted a study to assess the actual impact and targeting of state support programs.
The goals of the study are to:
- Support the Armenian government in evaluating the effectiveness of its ongoing programs
- Identify key challenges and ensure timely and sufficient responses
- Assist the donor community in directing aid to displaced persons from Artsakh in a targeted and efficient way
