On April 30th, the Transparency International Anticorruption Center, in conjunction with partners including the Democracy Development Foundation, Helsinki Citizens' Assembly Vanadzor, "Protection of Rights Without Borders" NGO, and Law Development and Protection Foundation, submitted a report detailing hate incidents targeting ethnic Armenians by Azerbaijan in 2023.

Each year on November 16th, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) releases its hate crime report, recognized as the largest dataset on hate crime globally. This report offers an extensive overview of hate crimes reported by states, civil society, international organizations across the OSCE's 57 participating States.

The involvement of civil society in reporting is paramount, as it helps identify discrepancies in official reporting and serves as a critical tool for states and international organizations to enhance policies addressing hate crime and supporting victims.

The report underscores Azerbaijan's xenophobic actions amid the blockade and mass displacement of ethnic Armenians from Nagorno-Karabakh, as well as the destruction of Armenian cultural heritage in the region. Additionally, it exposes the hate propaganda and irredentist claims promoted by Azerbaijan, which views Armenia as Western Azerbaijan.
