On June 28, 2018, the Electoral Code Reform Commission, appointed by Prime Minister Nikol Pashinyan, held its second session. The Commission also includes a member representing Transparency International Anticorruption Center. First Deputy Prime Minister Ararat Mirzoyan and Daniel Ioannisyan, Founder of the Union of Informed Citizens NGO, addressed the press after the meeting.

Participants agreed that all members of the National Assembly should be elected using closed-list proportional representation. Also, the threshold for the votes necessary to enter Parliament should be lowered from their current levels by 1%. That is, they would be lowered to 4% and 6% for parties and alliances, respectively, from their current levels of 5% and 7%.

In addition to the Electoral Code Reform Commission, there is also a parliamentary working group, which includes representatives from all four political factions. The two separate committees will combine their recommendations before amendments to the Electoral Code are brought forward.
