On December 15, 2015, Varuzhan Hoktnyan, Executive Director of Transparency International Anticorruption Center (TIAC) took part in a working meeting “Possibilities and challenges for the establishment of an independent institutional system for the fight against corruption in the Republic of Armenia.” He addressed the challenges for the establishment of an independent anticorruption body in Armenia. According to Hoktanyan an independent anticorruption body can operate in a country where the laws are enforced and the offences are punishable. Otherwise it would turn into another corrupt body. Moreover, it can become an instrument for political retribution.

The working meeting was organized by the CSOs’ Anti-Corruption Coalition and Armenian Young Lawyers Association in cooperation with the RA Ministry of Justice, the U.S. Alumni Association of Armenia, and the Freedom of Information Center, with financial funding from the European Union and co-funding from the OSCE Office in Yerevan.
