Billions of drams are continuously spent on a training center of the Ministry of Finance in Dilijan. In a talk to Radio Liberty Artak Manukyan, Procurement Expert of Transparency International Anticorruption Center (TIAC) considered the expensive purchases made for the center as “wasteful public expenditure.” “Imex Group” Ltd. was chosen as supplier, bypassing the competition, through single source procurement procedure. According to Artak Manukyan this non-competitive procedure should be used only under exceptional circumstances and the ministry should justify why it bypassed competition.

Artak Manukyan said that the construction underway was not much of a training center. “With only four auditoriums there are huge subconsructions: whirlpool bathtubs, saunas, recreation centers…If it was going to serve mainly as leisure center it should not be called a training center but rather a leisure center, which the Ministry of Finance would build for its employees.
