Head of the Presidential Oversight Service did not declare his wife’s assets
In reply to Radio Liberty’s inquiry the Commission on Ethics of High-Ranking Officials of Armenia officially stated that Hovhannes Hovsepyan, Head of the Presidential Oversight Service of Armenia who received 2 million 750 thousand USD donation in 4 years from unidentified people, has never submitted any declaration of income and assets about his wife’s assets. Whereas article 32 of the Law on Public Service requires that high-ranking officials of Armenia submit declarations income and assets of the people related to them. Radio Liberty had an interview with Artak Manukyan, Expert of Transparency international Anticorruption Center (TIAC).
The Commission on Ethics of High-Ranking Officials of Armenia noted that Hovhannes Hovsepyan failed to file information about people related to him in his 2011-2014 annual declarations on assets and income. According to Artak Manukyan it was at least strange why Ethics Commission failed to initiate proceedings on the case. “Article 28 of Law on Public Service stipulates that the Commission might initiate proceedings. Though legally no penalty is imposed, to my mind the case should be publicly reprimanded. Ethics Commission might initiate proceedings, giving voice to it.”
The Commission on Ethics of High-Ranking Officials of Armenia which was established in January 2012 failed to publish a name of a single high-ranking official who broke ethical norms and was enriched by misusing his/her position.
