According to Aravot.am, in its expenses of the bid to raise electricity tariffs Electric Networks of Armenia (ENA) CJSC included its 450 million AMD contract signed with Ektrak Service Co.Ltd. During a press conference held on May 19, 2015 Artak Manukyan, Economist, Procurement Expert of Transparency International Anticorruption Center (TIAC) was the first to present the dubious activity of Ektrak Service Co.Ltd.He mentioned that no state body ordered any service to that company and that it was created with ENA with a sole purpose to make money flow from one pocket to another.

Manukyan substantiated nepotism regarding the relation between the Director of Ektrak Service Co.Ltd. and the Chair of the State Commission for the Protection of Economic Competition of the Republic of Armenia (SCPEC).

“As for revealing possible relations, we know that Armenia is a small country and all know each other, however document proof is difficult. The risk was increased since the firm was registered in 2006 when Inter RAO UES came to Armenia. Second, Ektrak Service Co.Ltd. was registered in offshore zone - the British Virgin Islands and it was dubious why offshore company came and was registered at the same time as ENA, on the same year when Russian capital came to Armenia. In addition, the firm presented as a company specialized in importing construction materials is actually engaged in transportation services. More importantly, this is a rather competitive sphere and SCPEC by its mandate is called to ensure fair competition not to participate in political shows as it was in case of Yerevan Municipality public procurement when SCPEC made a show but no one was punished.”
