Head of RA Compulsory Enforcement Service of Judicial Acts does not conceal that he is a millionaire
Though he has never submitted assets and income declarations, a court claim implies that the 38-year old general Mihran Poghosyan, Head of RA Compulsory Enforcement Service of Judicial Acts is at least a millionaire. Mihran Poghosyan applied to court claiming to confiscate 5 million 146 thousand 842 USD as a penalty from a citizen, which Gevorg Afandyan owed him. In that regard Radio Liberty took an interview from Heriknaz Tigranyan, Legal Adviser of Transparency International Anticorruption Center. In her opinion Poghosyan was either a successful businessman or he had found other way to develop his business.
“To say that the requested money was obtained through illicit enrichment would imply great responsibility, nonetheless any person may express doubt or concern that the money could not have been lawfully obtained,” – said Tigranyan.
Though Poghosyan explained that the requested one was the money that was failed to be paid for the rented property of “Star” supermarket network, it was clearly stated in the claim filed to court that the money was lent to the citizen by the Head of RA Compulsory Enforcement Service of Judicial Acts himself.
Heriknaz Tigranyan, who has studied the assets and income declarations submitted by public servants, is sure that in the given case nothing would change unless the loophole in legislation is amended.
“I think if a person is intended to carry out public service, he/she should not be engaged in any business, and not simply be considered as founder and be granted to concession and make profit,” – said Tigranyan.
