Monitoring and Advocacy of the Program Budgeting Practices
The project aims at identifying the gaps and shortcomings of the programs of the Ministry of Labor and Social Affairs and their output indicators, developing such budget for the Ministry of Labor and Social Affairs that will be not only formally program-budget, but also be a program budget in its content, cooperating with the relevant state institutions for the improvement of the developed programs and output indicators for the programs of the Ministry of Labor and Social Affairs; and advocating for the inclusion of the developed draft of the budget of the Ministry of Labor and Social Affairs, in the adopted 2021 state budget. With the support of the project, its two public finance experts will review the programs and their output indicators of the Ministry and based on that review, and, in cooperation with the relevant officials of the Ministry, modify the existing and/or develop new programs and indicators. After that efforts will be taken to advocate for the inclusion of the modifies or new programs and indicators in the approved 2021 state budget.
