A number of revelations connected with the businesses of Finance Minister Gagik Khachatryan and Vice President of National Assembly, MP Hermine Naghdalyan are still fresh in public memory. For instance according to several publications a number of companies belong to Gagik Khachatryan, including AlexServ LLC, supplier of cash register receipt paper, "Apeyron LLC (food import), Megafood LLC (food import and industry), "Galaxy" supermarket, "Megamotors" LLC automobile importation company (distributor of Mitsubishi Motors in Armenia), "Santa Fe" outdoor cafe, "Galaxy" bread factory, "Megasport" outdoor gear/sporting goods chain store, "Chronograph" watches and jewelry boutique, "Chimeg" LLC, "Ucom" telecommunication company (broadcast satellite provider, fixed-line telephony operator, internet provider), "Amasia" dairy factory, "Alliance" customs terminal, etc." Based on the abovementioned information Transparency International Anticorruption Center (TIAC) applied to Ethics Commission for High Ranking Officials. Proceedings were initiated by the decision of Ethics Commission in 2013 to check the allegation on Government-affiliated State Revenue Committee Head Gagik Khachatryan’s engagement in entrepreneurial activities or conflict of interest situation in fulfilling his official duties as government office holder.

TIAC Executive Director Varuzhan Hoktanyan noted that to some extent the Commission found that there was conflict of interest with regard to Khachatryan’s sons’ businesses but it also found that Gagik Khachatryan acted in so called “within the framework of law.” Varuzhan Hoktanyan detailed, ”Gagik Khachatryan took advantage of RA Law on Public Service concerning the fact that if the official’s son does not live with him he does not declare his income and assets: related people are those who live with the given person. The commission agreed with TIAC’s position in the given case. However, in other cases regarding cousin, etc. they were not considered as related people formally and it turned out that everything was normal on paper.”

Another similar scandal was created regarding Vice President of the National Assembly, MP Hermine Naghdalyan. Pursuant to information "Armenia’s National Assembly Vice President "Wins" 409.2 Million AMD Road Repair Contract", according to which without open bidding public procurement contract was awarded to "Sisian F&PA" LLC belonging to Naghdalyan and by RA Government decision, 416 million 769 thousand AMD was allocated for capital repair work in certain sections of Highway M-2 Yerevan-Yeraskh-Goris-Meghri- Islamic Republic of Iran border km 177+000-km 217+000.

Based on the given issue, TIAC filed applications to RA National Assembly’s Interim Committee on Ethics on initiating proceedings to consider the issue of violation of the rules of ethics with regard to combining her legislative activity with entrepreneur one and Ethics Commission for High Ranking Officials to study Hermine Naghdalyan’s and related peoples’ assets and income declarations and to compare them with information circulated in mass media. Speaking about the results, Varuzhan Hoktanyan mentioned, “We received similar answer from the Commission that Hermine Naghdalyan did not formally run the company. This makes us think for toughening the situation, for instance the company be managed in such a way that the given person’s participation in the work be excluded or mechanisms be taken to reveal the real preferential owner of the company.”
