A group of young activists representing civic initiatives were protesting site work in the section of Mashtots Avenue-Yeznik Koghbatsi Street. Sona Ayvazyan, Chair of Transparency International Anti-corruption Center told the journalists that Yerevan Mayor made a decision on dismantled booths removed from Abovian Street to be installed in Mashtots Park, which was provided to "Kentron-kanachapatum" CJSC (greenery planting) under tenancy rights.

If there are other documents signed by the Mayor they were not adopted according to procedure established by law, and the Mayor and "Kentron-kanachapatum" CJSC should bear responsibility for it. In a given case regarding inaction for having failed to notify about such change, the Mayor should face administrative penalty. Transparency International Anti-corruption Center applied to State Inspectorate of Urban Development to impose administrative penalty against the Mayor.

The total area of Mashtots Park is more than 1,500 square meters and consequently there is a requirement for it to undergo environmental impact assessment. However, no assessment was conducted. The only justification that the Mayor made referred to the area's compliance with zoning project and its temporary nature. Whereas, there is no mention of any, even a temporary construction in that park by 2020 in the zoning project.

The textual part of the zoning project reads that up to 10 percent construction may be carried out in parks. Even Chief Architect Narek Sargsyan said during a meeting with representatives of public initiatives on February 15 that the constructions in the park exceeded 10 percent. The dismantled buildings of "Old Yerevan" project should be relocated in the area, and there should be an entrance leading to "Old Yerevan." It was also told during the meeting that the booths would be dismantled after a while, and the area should turn into a green zone in compliance with zoning project.

The opinion of Transparency International Anti-corruption Center is quite the contrary in that regard. First, no construction is intended to be carried out in the given area. As it is mentioned about the green spaces stipulated in the zoning project, up to 10 percent construction may be carried out in parks. However, the constructions in that particular area exceed 10 percent of its surface.
