Two publications - Procurement Guide for Businesses and Monitoring of Public Procurement System of Armenia in 2008-2009, co-authored by Executive Director Varuzhan Hoktanyan and Procurement Expert Artak Manukyan of Transparency International Anti-corruption Center have been issued within the framework of Monitoring of Yerevan Council Elections and Public Procurement in Armenia project with the assistance of Open Society Institute Assistance Foundation.

Procurement Guide for Businesses manual is intended to help raise legal awareness of procurement among businesses. It attempts to map open tendering of one stage procurement, which was chosen since economic agents in most cases make that kind of procurement. The publication presents a detailed scheme of the process, which includes functions arising from the Law on Procurement, as well as clarifies all the steps of the mentioned process. The second part of the manual features numerous key issues in question and answer format and gives their clarifications.

Monitoring of Public Procurement System of Armenia in 2008-2009 publication sums up and analyses the findings of public procurement monitoring research, carried out from 2008 April to 2010 February. An attempt was made to study public procurement process in Armenia within the framework of the program, in particular, to reveal possible corruption risks and shortcomings of the system via comparison between procurement legislation and its enforcement practice, and to recommend steps and mechanisms in public procurement system to diminish the current risks and to increase effectiveness of the procurement system.
