Amalia Kostanyan, Chairwoman of Transparency International Anti-corruption Center was one of the guest speakers to address a conference on "The Role of Government, Non-Governmental Organizations and Media in the Fight against Corruption" organized on December 15, 2008 by Eurasia Partnership Foundation in Armenia, funded by the UNDEF and the USAID, restating TI position on the on-going anti-corruption reforms in Armenia.

She reflected on the declared fight against corruption as an attempt to legitimize the authorities and to show the international community that there is a political will to combat corruption in the country. While the aspect of political corruption is not being considered, which may cause much graver damage to our country than any corruption at lower echelons targeted by today's government reforms. Arresting low ranking bureaucrats is not convincing because they are not the guiltiest in the chain. Corruption control in any country cannot be effective without exercising justice, freedom of expression and assemblies, independent media, demonopolization of economy, ensuring clean elections, etc.
