The nearly 800 million drams of funds stolen from the Nuclear Power Plant were likely designated to ensure safety of the nuclear power plant, said Transparency International anti-corruption center’s expert, Artak Manukyan to “Azatutyun.” According to Manukyan the type and amount, of the abuse occurred in the construction costs associated with security. His conclusion is based on the National Security Service’s message. The occurrence proves that there was no working mechanism of internal oversight, and that the relevant government agencies failed in their oversight practices.

According to Manukyan, it is not unlikely that the funds stolen from the Nuclear Power Plant were counted as expenditures in the cost of electricity. “It is possible that, within the price increase, for example in the same component of investment expenditure, which in some cases monitoring discovers and in some it does not, when we purchase something for a higher price and that is considered an acceptable expenditure, the consumers automatically pay for it.”
