Yerevan.Today addresses numerous provisions in the draft electoral Code of Armenia that need to be amended. The guest of the show was Heriknaz Tigranyan, Legal Adviser of Transparency International Anticorruption Center (TIAC). She presented the recommendations that were left out of the draft electoral Code of Armenia and the provisions that are drawback compared with the code in force. Moreover, there are provisions or legal regulations that restrict rights. The show addressed the provision that restricts the number of local observers and representatives of mass media to 8, that may be present in the voting room at the same time. According to Heriknaz Tigranyan there should not be any restriction in number since it is not based on accurate need assessment. This norm was formulated as a result of observation of procedural violations during referendum by impartial and well-educated observers and their demand that the violations be corrected.

The observer should have a right to request that his/her opinion be registered in journal. The draft banned the observer to submit proposal and request. The observer may only ask question or draw attention on violations of law but cannot demand, for instance that in case of ballot box staffing the staffer be caught.

Another drawback is not allowing for diplomatic and consular representations accredited in Armenia participate in observation. The goal is to keep electoral processes away from them.
