The opposition and civil society have always voiced their concerns about use of administrative resources by the authorities both during the campaigns of all elections held in Armenia, and during the campaign of constitutional referendum. “Citizen Observer” Initiative developed Summary, which covers information on obvious or possible use of administrative resources in the first month (October 10-31, 2015) of preparation and campaign of the referendum. On that regard the representatives of “Citizen Observer” Initiative Sona Ayvazyan, Deputy Director of Transparency International Anticorruption Center (TIAC) Vardine Grigoryan, Democracy Monitoring and Reporting Coordinator of Helsinki Citizens’ Assembly Vanadzor Office and Publicist Zara Hovhannisyan presented the instances addressed in the summary, as well as their concerns regarding the possible use of administrative resources.
