In her talk to “Azatutyun” Heriknaz Tigranyan, Legal Adviser of Transparency International Anticorruption Center (TIAC) voiced concern that use of ID cards may result in “double voting” at constitutional referendum. In her opinion people may have passports, plus ID cards, if the bill intended for use of ID cards for voting passed. ID cards will not be stamped for voting, since there are no regulations, whereas passports are stamped certifying of voters’ participation in a given election or referendum. Thus, the absence of stamps will enable people to participate in voting once using ID cards and other times - passports.” However, on the other hand if people do not use ID cards, great number of people will be deprived of the right to vote.

It should be reminded that on October 23, 2015 Standing Committee on State and Legal Affairs of the National Assembly of Armenia gave a positive conclusion on the bill on voting using ID cards. By the way, according to the bill, no stamps would be put to testify of voting by more than half million citizens.
