In response to the statement of the of the "Center for Procurement Support" (CPS) state non-commercial organization (see) "Transparency International Anticorruption Center" (TIAC) NGO considers necessary to clarify:

1) TIAC NGO carries out monitoring of the Armenian public procurement system, in the framework of which the monitoring of the appeals is based on the information submitted exclusively by public institutions. The ground for our public statement was the information (only in Armenian) presented in the "Protest" ("Appeals") section of the public procurement official web-site (www.procurement.am). We assume that the credibility of the named information should not create any perplexity on the side of CPS.

2) The observation of the announcements posted in the "Protest" section of the procurement official web-site reveals that on April 4, 2013 "Ekologia V.K.H" LLC submitted appeal to CPS. Despite the fact that, according to the Armenian Law on Procurement, the consideration of the appeal shall be carried out within 20 calendar days following the submission of the appeal, by May 30, 2013, there was no information on the follow-up related to the appeal of "Ekolologia V.K.H." LLC. Regarding CPS response to our public statement, according to which, the case related to this appeal is heard in court, it would be more appropriate to make available this information to public, which would prove that CPS properly follows corresponding legal requirements and timelines.

3) We would also like to clarify that the methodology of TIAC monitoring project does not assume that TIAC shall turn for explanations to CPS when it reveals problems on the procurement official web-site.
