In his interview to Radio Liberty Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center informed about some findings of monitoring conducted by the center. Within the framework of Electronic monitoring of voting numbers of 2013 presidential elections, he revealed some facts related to voting numbers-based analytic calculation. They refer to voter lists and the time spent on voting.

The names of the out-of-county citizens who are still registered in Armenia officially remained on voter lists, which caused a risk of multiple voting. For the most part, actual population in any settlement in Armenia who is 18 years old and over is 75 percent. Accordingly, the number of voters cannot exceed 75 percent of the actual population in a given precinct. For instance, in Kotayk 91,59% of permanent residents are on voter lists. Thus, in view of the assuming 75%, the remaining 16-17% are either out-of-county citizens who continue to be registered in Armenia or are the deceased, etc.

Citizens may vote by spending at best 1 minute or at least 45 seconds. According to the data provided by the Central Electoral Commission, there were electoral precincts where the number of voters within 3 hours was at least surprising, since it turned out that in 101 precincts people voted within 40, 36, 35 second intervals. For instance, voting in 3/31 precinct was held from 8 to 11 am every 35 seconds which is certainly odd.
