Held on November 23, 2012, the International Day to End Impunity, speakers at a public discussion on "Institutional Impunity and Its Impact on Rule of Law in Armenia," organized by Partnership for Open Society initiative and Penal Reform International (PRI) international non-governmental organization addressed the atmosphere of impunity in different spheres of Armenia and gave relevant instances of their manifestations. Varuzhan Hoktanyan, Executive Director of Transparency International Anti-corruption Center (TIAC) acted as moderator and Sona Ayvazyan, TIAC Deputy Director was speaker at the event reflecting on impunity in elections and corruption in particular among senior officers.

David Amiryan of Open Society Foundations-Armenia and Bakar Jikia of Penal Reform International delivered opening remarks.

Varuzhan Hoktanyan mentioned that impunity has a serious impact on public values. Any system operates based on certain rules. When impunity becomes a rule it means that it is of systemic nature. Impunity is manifested differently in individual, national and international levels. There are widespread manifestations of fear in society. Impunity is often encountered in national level in Armenia when there is systemic corruption in the country, non-controllability of state authorities and low effectiveness of judiciary.

Artak Zeynalyan, human rights advocate and Chairman of Rule of Law NGO who protected the interests of 9 victims of March 1, 2008 post-election clashes both in Armenia's courts and in European Court of Human Rights, presented the atmosphere of impunity as a source of continuous violation of rights.

In his speech on human rights Artur Sakunts, Coordinator of Helsinki Citizens' Assembly Vanadzor Office addressed detainees and convicted prisoners, inmates of mental hospitals, drug users, deaths of servicemen in the Armed Forces, vulnerable groups, victims of state interests.

Levon Barseghyan, Board Chairman of Gyumri "Asparez" Journalists' Club spoke of impunity of crimes against journalists, journalistic organizations and mass media representatives.

Among other speakers were Avetik Ishkhanyan, Chairman of Helsinki Committee of Armenia and Stepan Danielyan, Chairman of Collaboration for Democracy Center.
