In August 2009 Transparency International Anti-corruption Center (TIAC) applied to Yerevan Municipality to receive access to information on certain green spaces in Yerevan city. Upon the Municipality's refusal to provide information, TIAC took the matter to court on the basis of a denial of access. In May 2011 RA Administrative Court upheld TIAC Public Organization's claim against Yerevan Municipality and imposed on Yerevan Municipality to provide the enquired information.

Let us remind that TIAC requested copies of decisions by the Armenian Government or Yerevan Mayor on the changes of the boundaries of green spaces during the period from 1998 to the date of filing the application; the decisions by the Armenian government and/or Yerevan Mayor on provision of certain parts of the green spaces by ownership or land-use right; architectural plan assignments of the constructions in the green spaces; and the licenses granted for constructions in the green spaces.

By appealing the ruling issued by RA Administrative Court, Yerevan Municipality applied to RA Administrative Court of Appeal. RA Administrative Court of Appeal on October 27, 2011 and RA Court of Cassation on December 14, 2011 dismissed Yerevan Municipality's appeals and cassation complaints made against judicial acts in favor of TIAC. As a result the Administrative Court's ruling issued on May 11, 2011 remained in force.

Thus, Yerevan Municipality is under an obligation to provide the requested information on green spaces in Yerevan city to TIAC within the period from 1998 to the date of filing the application.
